Our Right-to-Work law is one of Virginia’s foundational strengths and competitive advantages.  The laws that protect workplace Freedom have made Virginia one of the best places to start or grow a business, but not everyone sees things as we do.

This is especially true in Washington.  Rather than recognizing the fact that Right-to-Work laws are good for everyone, President Obama’s administration and his allies seem bent on destroying them. 

As I travel around Virginia, I am constantly reminded of the importance of our freedom to work.  Virginians remind me about the companies that have relocated to or expanded in Virginia since we declared that “Virginia is Open for Business!” in 1994.

Others recall those 50,000 Virginians who have left the welfare rolls to find gainful employment.  I often wonder how successful our economic development and ground-breaking welfare reform efforts would have been in a less job-friendly state.

These are not abstract concepts.  These are real jobs created because Virginia respects and protects our Right to Work.

Through executive fiat and the intrusive action of the National Labor Relation Board (NLRB), the Obama administration and their congressional and big labor allies are waging war on private employers under the guise of protecting workers.

They believe that more regulation and government control will protect jobs, but this couldn’t be further from the truth.  Businesses create jobs when entrepreneurs believe that their anticipated return on investment outweighs the risks.

Over-regulation creates uncertainty and additional risk, which in turn stifles investment and diminishes job opportunities.

The threat to Virginia’s jobs from Washington is real, and it must be checked.  From the President’s job-killing monstrous health-care dictates to his gigantic $1.5 trillion tax increase proposal and Executive Orders, bureaucracy and lawsuits trying to tell Boeing where it can build a business, the opponents of our freedom to work are seriously threatening.

That is why I have created a three-part Freedom to Work agenda that will 1) help America’s businesses create jobs; 2) save taxpayers money; and 3) protect the liberty of working men and women.

George Allen Unveils “Freedom To Work” Agenda

Henrico, VA –George Allen unveiled today, at Dynax America Corporation in Botetourt County, his new three-part “Freedom to Work” agenda to help businesses create jobs, save taxpayers money, and protect the liberty of every working man and woman in the Commonwealth. 

Dynax Corporation was recruited and brought to Virginia in 1996 by then-Governor George Allen.  The decision by Dynax to locate in Virginia highlighted the criteria that made Virginia “Open for Business” including our Right-to-Work laws, educated workforce, locational advantages, and strong, pro-growth climate.

“As Governor, I saw first-hand how our Right-to-Work law gives Virginia a crucial competitive economic advantage in encouraging investment and attracting new jobs to our Commonwealth.  But today, through executive fiat and government intrusion, this Administration is waging war on private employers under the guise of protecting workers,” said George Allen.  “With almost 14 million Americans out of work and many more who are underemployed, Washington is making it harder for job creators to expand and hire new workers while displaying open hostility to the Right-to-Work tradition and the laws in effect in 22 States, including Virginia.”

George Allen’s “Freedom to Work” agenda is made up of three major components: The Freedom of Movement, the Freedom to Contract, and the Freedom of Association.

  • Freedom of Movement:  Expressly protects the right of an employer to decide where to conduct business in the United States by amending the National Labor Relations Act to provide in law that the National Labor Relations Board (NLRB) has no power to order any employer to move, shut down, or transfer employment.  This will apply to any open complaint and ensures that no company or workers will be intimidated or threatened as was Boeing and its employees.

 

  • Freedom to Contract: Promotes and ensures full, open competition on government-funded and assisted construction projects by restricting Project Labor Agreement (PLA) requirements on federal and federally-assisted construction contracts, reversing Executive Order 13502: Use of Project Labor Agreements for Federal Construction Projects.  It also prohibits federal agencies from discriminating against bidders for declining to adhere to anti-competitive and costly PLA agreements, and repeals the Depression-era Davis-Bacon wage laws that diminish competition and inflate costs taxpayers pay for construction when the federal government is involved.

 

  • Freedom of AssociationProtects the right of America’s working men and women to freely choose to join a union, or to choose not to join or pay union dues of fees by amending the National Labor Relations Act.  It also ensures that union elections are open and fair by guaranteeing workers the opportunity to cast a secret ballot before a union can be organized.

“The threat to Virginia’s jobs from Washington is real and we must do everything we can to protect our competitive advantage for the creation of jobs and our economy,” continued Allen.  “My three part ‘Freedom to Work’ agenda will work to unite Virginians and all Americans to help create more job opportunities, save the taxpayers money and advance liberty for all working men and women.”

The Freedom to Work Act complements George Allen’s Blueprint for America’s Comeback to further make sure America’s businesses have available every possible tool to create jobs.

Republican U.S. Senate candidate George Allen will today roll out his “Freedom to Work Act,” a three-pronged blueprint to free U.S. businesses of what he sees as onerous burdens imposed by the federal government.

Allen will unveil his plan at Botetourt County-based Dynax America Corp., a Japanese subsidiary that manufactures parts for automotive transmissions. Allen recruited the business to the state as governor in 1996. 

The goals of the plan, Allen said Tuesday in an interview with The Times-Dispatch, are to “help businesses create jobs, save the taxpayers money and protect the liberty of working men and working women.”

The first tenet of the plan, “Freedom of Movement,” would strip the National Labor Relations Board of the power to order any employer to move, shut down, or transfer employment.

The proposal is aimed at the NLRB’s lawsuit against Boeing alleging that the aircraft company illegally shifted work from union plants in Washington state to a new non-union factory in South Carolina.

Allen called it “just a terrible lawsuit,” adding, “And that’s a threat to Virginia as well, being the furthest state north on the Eastern seaboard with a right-to-work law,” which he said is an enormous asset in attracting companies such as Dynax.

Allen’s plan would also seek to prohibit project labor agreement requirements on federal and federally assisted construction contracts, and repeal Davis-Bacon wage laws, which require that federal government construction contract workers be paid no less than the locally prevailing wages and benefits on similar projects.

When the $800 billion stimulus plan passed Gov. Tim Kaine said it “would jump start the economy” and it was “what’s needed to put Americans back to work.”

That was when unemployment was at 7.8 percent. Now two and half years later, unemployment is stuck above 9 percent, 1.7 million jobs have been lost, and the national debt has soared to well over $14 trillion. It’s painfully clear to families that the first stimulus was a failure.

Yet it took my opponent over two years as Chairman of the Democratic National Committee, five months as a U.S. Senate candidate and zero jobs created in August to finally realize we need a job creation strategy.”

That’s been apparent to many Virginia families for far too long.

In spring we released my comprehensive pro-growth plan – The Blueprint for America’s Comeback that will restart America’s economic engines, help us achieve energy freedom, and rein in Washington’s out of control spending and reach.

First, take the shackles off job creators. In 2008, we were number 1 in the World Economic Forum’s list of most competitive nations. Today we’ve dropped to fifth. Some of the world’s highest taxes are found right here in America, and they’re killing jobs. Reducing the tax on job creators from 35-percent ranking among the highest in the world down to a competitive 20-percent would cause the beneficial creation of 500,000 jobs per year.

Our nation can again be the most competitive in the world, but only if we allow American businesses and entrepreneurs to compete in the world market, rein in stifling, excessive regulations, make the tax code more fair and simple, and strengthen education and training.

Second, unleash America’s energy and creativity. The world’s most plentiful energy resources are right here in America, but they’re kept out of reach by counterproductive policies that raise costs, punish families and small businesses, slow our economy, and make our nation vulnerable to outside forces. Unleashing American energy will fuel a job-creating boom with over a million new good paying jobs and an addition of over a trillion dollars to government revenue without raising taxes, reduce costs for American families. It can improve our quality of life, strengthen our nation’s security, and keep money in the U.S.A.

Third, ensure that government serves the people and not the other way around. Most of the challenges we face today are directly linked to the excesses of our government. Simply put, it borrows taxes, regulates and spends too much. The time has come to finally pass a Balanced Budget Amendment that includes Line-Item Veto and enforceable spending caps.
As Chairman of the Democratic National Committee in Washington, Tim Kaine strongly advocated for much of the failed policies that have driven up our national debt making annual trillion dollar deficits the norm even as unemployment remained at unacceptably high levels.

He has supported repeated calls for tax increases to cover the surge in Washington spending. And he is now applauding the call for a second stimulus which includes higher taxes and more spending that will impose additional burdens on struggling lower and middle income working families and job creating small business owners. 

During his tenure as Virginia Governor we saw the same approach and got the same results. He repeatedly called for tax increases – $4 billion in total, while Virginians lost over 100,000 private sector jobs.

That philosophy didn’t work then in Richmond, hasn’t worked in Washington during the last three years, and won’t help put people to work going forward.

The George Allen Record – Line-Item Veto Authority – September 27, 2005

In an effort to rein in wasteful government spending and change the way Washington does business, on September 27, 2005, George Allen, along with Senator Jim Talent (MO), proposed a constitutional amendment to give the President Line-Item Veto similar to the power Governors in 46 States have to disapprove specific spending items without vetoing an entire bill.

Commenting on the proposed amendment on the Senate floor, Allen stated, “When I was honored by the people of Virginia as Governor of the Commonwealth of Virginia, I had the power of the line–item veto. I used it 17 times. I saw how useful a tool that was as Governor to knock out undesirable, nonessential spending.”  He further explained that “after you use it [Line-Item Veto] a few times, you don’t have to use it as much, because the legislative branch understands … and when it comes to the final budget or appropriations bills, the undesirable or wasteful programs or spending are not in it.”

In addition to Line-Item Veto authority and implementing iron-clad spending cuts, George Allen advocates long-term fiscal solutions like the Balanced Budget Amendment and Paycheck Penalty for members of Congress to end Washington’s reckless spending habits which have made trillion dollar deficits the norm. In order for Americans to compete and succeed in the future, Washington should have to live by the same rules that Virginia families and businesses do – within their means.

The George Allen Record – Commission on Conversion of State-Owned Property – September 16, 1994

In his ongoing efforts to cut waste and make State government run more efficiently and effectively, on September 16, 1994, George Allen signed an Executive Order creating the Governor’s Commission on Conversion of State-Owned Property. The Governor charged the Commission with advising him on the current use, importance, value, and recommended disposition of real property assets held by agencies of the executive branch.

“The Privatization Subcommittee of my Strike Force has identified sale of surplus and under-utilized real properties as a significant potential source of capital to fund prisons and other capital needs in the years ahead,” stated Allen. “The charge of this Commission will be to identify those surplus and under-utilized properties and to recommend those that should be sold to generate prison construction funds.”

As a result of the Commission’s recommendations, the Commonwealth sold off nearly $10.4 million in surplus real property and identified tens of millions of dollars of additional property that was suitable for surplus. As Governor, George Allen’s streamlining initiatives such as the Blue Ribbon Strike Force and the Commonwealth Competition Council dramatically helped Virginia shed outdated burdensome regulations and manage resources efficiently.

The George Allen Record – Computers in Classrooms – September 15, 1995

On September 15, 1995, George Allen announced that the streamlining of state government positions would allow the State to make approximately 850 surplus computers available to classrooms throughout the Commonwealth.

“In keeping with our commitment to reduce the size of state government, I am pleased to report a net reduction in full time equivalent positions by over 9,000,” stated Allen. “As a result, up to 850 surplus computers are available for use in classrooms across Virginia. This is the first step in our plan to have a computer in every classroom within the next five years…Two years ago I promised you an education system that produced better students and I will continue to make education a top priority of state government.”

As Governor, Allen worked with parents, teachers, administrators and legislators to reform Virginia’s public education, raise academic standards and make our schools accountable to parents, students and taxpayers. Because of Allen’s efforts to reform education, Virginia students rank at or near the top on national tests while the percentage of schools achieving or exceeding test scores to qualify for full accreditation has risen dramatically from 2.7 percent in 1998 to 98 percent in 2010-2011.

President Obama’s Jobs Speech

Tonight Virginia families heard a political speech from President Obama calling for more of the same big spending stimulus proposals and job-crushing tax hikes.  It’s been nearly three years, and Washington big government liberals have learned nothing from the disastrous results of their own failed policies.

 After two and a half years of defending this Administration, my opponent Tim Kaine continues to fail to offer any new ideas other than the same tax, borrow and spend policies that have been paralyzing job-creating businesses with burdensome regulations and policies stunting our economic growth.  The American people deserve a real plan of action to create jobs and re-energize this stagnant economy.  We need to make America competitive again – not by growing government – but by revitalizing our entrepreneurial spirit with proven economic policies.

 The hard-working men and women of Virginia are looking for leadership and action in these difficult times.  My Blueprint for America’s Comeback will reinvigorate the American entrepreneurial spirit, help businesses create millions of new jobs and make America competitive again.  Unleashing our plentiful energy resources will create millions of new good-paying jobs, increase our supply of affordable energy, generate hundreds of billions of dollars in new revenues without raising taxes, enhance our national security and keep our money in the USA!  It’s time to send a message to the rest of the world that ‘America is Open for Business Again!’

The George Allen Record – Energy Independence – September 8, 2006

From the floor of the United States Senate, on September 8, 2006, George Allen delivered his Strategic Plan for Energy Independence outlining a five-point approach that would lessen our nation’s dependence on foreign oil. Allen’s plan details the need for accelerated exploration and development of America energy resources as well as fostering education, innovation, and entrepreneurship in energy.

“For America to be free and independent, for America to remain the masters of our own destiny, we must declare our independence from the Middle East, and other hostile sources of foreign oil,” stated Allen.  “We must commit every effort and resource to the achievement of this national purpose.  We have the resources to do it, the resources underneath our land and water, and the best resource of all, the ingenuity of our free, creative minds.”

As gasoline prices and our dependence on foreign oil increase, Virginia needs a Senator who will fight for commonsense energy policies that encourage entrepreneurship, innovation, and safe exploration of our natural resources. Unleashing America’s energy resources will not only put us in control of our energy destiny, but it has the potential to create two million or more new jobs, add over one trillion dollars to the revenue side of the Treasury’s balance sheet without raising taxes, promote national security, and help preserve our quality of life.
